Both of these sentences use the passive voice in the the past and are conjugated thus.

Past:

er/sie/est wurde gebaut. it was (being) built
sie wurden gebaut. they were (being) built

It is the use of wurden that makes the passive voice what it is. Its really quite simple you merely conjugate werden into past or present and memorize the different conjugation like normal for each persons.
